Negative capability, strategic judgment and the gift of limits


Strategy begins where reliable prediction ends. Perception may reveal several plausible stories; analysis may narrow them without settling what should be done. Strategic judgment is the discipline that carries an organization across that remaining distance. It distinguishes different forms of not knowing, tests the authority of expertise, concentrates attention on the challenge that matters, assigns ownership for the consequential call, and shapes commitments that can remain answerable to what they produce. Jazz makes this discipline audible. Its players prepare rigorously, enter a future they cannot specify, and create coherence through attention, constraint, judgment and response.

Prelude · The solo begins before the next note is known


Every improviser knows the moment. The head has been played, the rhythm section is holding the changes, and the bandleader nods. The next thirty-two bars belong to you. You cannot yet hear the whole solo. The first phrase will become clear only as breath, fingers and attention commit to it.


A young player often experiences this as a failure of preparation. The scales have been practised, the changes learned and the solos of earlier players transcribed. Yet none of that knowledge specifies the next note. With experience, the relationship becomes clearer: preparation supplies a repertoire, an ear and a capacity for judgment. It cannot supply a script for a moment that has not happened.


Jazz therefore treats uncertainty as a medium of action. A player offers a phrase, hears what the ensemble makes of it and adjusts. Each commitment changes the field of possibilities for everyone else. The solo is discovered through performance, and its coherence appears through a sequence of situated decisions.


Organizations encounter the same structure when a market changes, a technology alters the economics of an industry, a crisis breaks an operating model, or a strategic question has no defensible forecast. Under pressure, they often demand more analysis until the interval for useful action closes. Analysis remains essential, although its value depends on the kind of uncertainty present and on whether action itself is required to produce new knowledge.


The strategic problem lies in the movement between openness and commitment. An organization must keep inquiry alive long enough to perceive an unfamiliar situation, concentrate attention on the challenge that matters most, and act firmly enough to change the conditions it faces. Each movement can fail. Openness can become avoidance. Diagnosis can become an accumulation of competing descriptions. Concentration can harden into tunnel vision. Commitment can outrun the evidence that justified it.


Jazz holds these movements together. A player enters the solo without a script, hears several possible directions in the same harmonic field, chooses one phrase, and accepts the way that phrase changes the ensemble. The performance advances through commitments that remain answerable to what they produce. Strategy under uncertainty requires the same prepared responsiveness.


I · Negative capability keeps inquiry open under pressure


In late December 1817, Keats wrote to his brothers George and Tom about the quality that formed a person of achievement, especially in literature.[1] He called it negative capability: the capacity to remain in uncertainties, mysteries and doubts without an irritable reaching after fact and reason.


The irritability matters. Keats was describing the mind’s urge to end discomfort by seizing the first available explanation. Facts and reason are indispensable; the danger lies in using them to close a question before the evidence supports closure. Premature certainty relieves anxiety while preserving error.


Negative capability is best understood as a discipline. Musicians develop it by entering thousands of unscripted moments, surviving imperfect phrases and learning that uncertainty does not remove their capacity to respond. Leaders can develop it in the same way: by separating the need to appear certain from the work of becoming oriented, by making assumptions discussable, and by allowing an unfamiliar situation to remain unfamiliar while it is examined.


Robert French carried Keats’s phrase into the study of organizational change, and Peter Simpson, French and Charles Harvey developed it as a leadership capacity.[2] Their argument addresses a recurrent institutional pressure. Leaders are expected to resolve doubt for everyone watching them. When they perform certainty before they possess it, the performance narrows inquiry and encourages the organization to solve a familiar version of the problem.


Negative capability has an observable form. A team encounters signals that do not fit its categories and says: we do not yet know what kind of situation this is. The sentence suspends judgment for a purpose. It creates room to gather disconfirming evidence, test several frames and decide what kind of action can teach the organization more.


The suspension has a boundary. Negative capability does not confer virtue on delay, and it does not excuse a leader from making a consequential decision. Its purpose is to protect the interval in which a judgment can become adequate to the situation. When inquiry has reached the limits imposed by time, evidence and reversibility, the leader must commit. The discipline consists of staying open while the question remains genuinely open, then accepting responsibility for closure when action requires it.


This boundary distinguishes negative capability from ambiguity as a management style. Some leaders preserve multiple interpretations because doing so protects them from being wrong. Others call for more information when the remaining uncertainty cannot be resolved by information of the kind available. The performance of thoughtfulness can become as defensive as the performance of certainty. In both cases, anxiety determines the method.


Organizational paradox research gives this tension a more formal expression. Wendy Smith and Marianne Lewis define paradoxes as contradictory and interdependent elements that persist over time.[3] Exploration and exploitation, autonomy and coordination, stability and change can each become more necessary as their apparent opposite becomes more necessary. Selecting one pole may bring temporary relief while intensifying the condition that made the other pole indispensable. Their dynamic-equilibrium model emphasizes acceptance of the tension and purposeful movement between its demands.


Negative capability supplies the emotional and epistemic capacity for that movement. It allows a leadership team to say that efficiency and resilience are both necessary, that current performance and future adaptation may require different investments, and that the organization has not yet found a design capable of serving both. The contradiction remains active while the team investigates how the relationship might be reorganized.


The practical evidence of negative capability therefore appears in behavior. Assumptions can be named without becoming accusations. Dissent can alter the working model. Leaders can state the limits of their knowledge without transferring responsibility to analysts. Evidence can trigger review instead of an inherited calendar. A decision can be treated as a commitment with conditions of reconsideration instead of a declaration that uncertainty has ended.


JAZZ INTERLUDE [01] · KEITH JARRETT · “THE KÖLN CONCERT, PART I”


On 24 January 1975, Keith Jarrett arrived at the Cologne Opera House exhausted, wearing a back brace and facing an unsuitable piano. The requested Bösendorfer was unavailable. The smaller rehearsal instrument had a thin upper register, a weak bass and unreliable pedals. Jarrett nearly cancelled, then sat down and improvised an hour of music that became one of jazz’s most commercially successful solo recordings.[4]


The instrument’s defects entered the performance as constraints. Jarrett used repeated left-hand figures and a forceful touch partly to create the resonance the piano lacked. His response did not erase the conditions; it made music through them.


The lesson: uncertainty becomes workable when attention turns from the missing instrument to the instrument present.


II · Uncertainty has more than one structure


The word uncertainty names several different problems. Treating them as one condition produces generic advice: gather more data, trust intuition, run experiments, build scenarios, or wait. Each response can be sound in the situation for which it was designed and dangerous elsewhere.


The previous article was concerned with strategic perception: how weak signals are noticed, assembled and tested before a pattern becomes obvious. Judgment begins after that work has done all it can. Several stories may still fit the observations. The evidence may support a direction without compelling it. People may agree about the facts and disagree about what those facts should mean for action.


Andy Stirling distinguishes four forms of incertitude: risk, uncertainty, ambiguity and ignorance.[1] The categories turn on two questions: whether the possible outcomes are known and whether their probabilities can be specified. Under risk, relevant outcomes and probabilities are sufficiently characterized for calculation. Under uncertainty, outcomes may be known while their probabilities remain unreliable. Under ambiguity, participants disagree about the outcomes, their meanings or the values by which they should be judged. Under ignorance, consequential possibilities remain outside the frame altogether.


Each condition creates a different obligation. Risk invites modeling, provided the model’s assumptions remain visible. Uncertainty invites options, scenarios and staged commitments. Ambiguity requires deliberation about meaning, interests and values. Ignorance requires humility, cognitive diversity and attention to anomalies the official categories cannot yet explain.


These distinctions reveal why organizations so often purchase the wrong kind of certainty. A model can assign probabilities only to possibilities that have entered the model. Refining those probabilities may improve a calculation while leaving the governing ambiguity untouched. Executive agreement can settle a preference while leaving causal uncertainty unresolved. A scenario can widen the imaginable field while providing no basis for selecting a single forecast. Each method answers a particular form of not knowing.


The distinction between uncertainty and ambiguity is especially important from the perspective of judgment. A decision about an unreliable probability can sometimes be improved by preserving options or purchasing more information. A decision about competing values cannot be settled by a larger data set. The numbers may show the consequences of closing a plant; they cannot determine how those consequences should be distributed among employees, investors, customers and the community. Analysis can inform that trade-off. It cannot assume responsibility for it.


Ignorance presents the hardest case because its contents cannot be listed in advance. Organizations can still improve their relationship to it. They can widen participation, preserve dissent and weak signals, examine near misses, compare several representations of the same situation and design commitments whose consequences remain observable. These practices cannot reveal every unknown. They reduce the chance that one established frame will suppress evidence of its own inadequacy.


The first obligation in uncertainty is therefore discrimination. Before selecting a method, ask what remains unknown: an outcome, a probability, a causal mechanism, the meaning of events, the goal, or the domain in which the decision sits. Then ask a second question that perception alone cannot answer: what kind of commitment is warranted while that uncertainty remains?


III · Fog changes perception, movement and command


Carl von Clausewitz studied uncertainty as a condition of action under mortal pressure. His unfinished On War, published after his death by Marie von Clausewitz, describes an environment in which information is incomplete, reports conflict, distances distort timing, physical effort degrades execution, danger alters perception and every action meets resistance.[2]


The familiar expression fog of war compresses several of these effects into a single image. Clausewitz wrote that three-quarters of the factors on which action is based lie im Nebel, in a fog of greater or lesser uncertainty. Graham’s 1873 translation placed them “in the clouds of great uncertainty,” while Howard and Paret used “fog” in 1976.[3] Lonsdale Hale later gave the English phrase an explicit military definition: the state of ignorance commanders experience concerning enemies and their own forces.[4]


Fog is more than missing visibility. It flattens depth, makes movement difficult to estimate, separates units from one another, hides the consequences of earlier orders and allows rumor to occupy the space where observation fails. Information arrives late because it must travel through the same resistant environment as people and materiel. By the time a report reaches command, the condition it described may have changed. A commander acts from a partial picture while knowing that the opponent is doing the same.


This uncertainty is embodied. Danger narrows attention. Fatigue reduces discrimination. Noise and urgency make weak signals harder to interpret. The commander must continue to orient and commit while doubt remains active, because delay also changes the situation.


Clausewitz names the faculty required for this moment coup d’œil, a “stroke of the eye”: the rapid discovery of a truth that an ordinary mind would see only after extended examination.[5] He joins it to resolution, the capacity to remove the torments of doubt and the dangers of delay. Negative capability preserves openness; coup d’œil and resolution bring inquiry to a timely commitment. Strategic judgment requires both movements.


His companion concept is friction. “Everything in war is very simple, but the simplest thing is difficult.”[6] Plans meet terrain, weather, fatigue, coordination failures, damaged equipment, fear and the accumulation of small deviations. Clausewitz describes action as movement through a resistant medium. A body moves differently in water because the medium changes every motion. In organizations, friction appears as handoffs, queues, contested authority, incompatible data, incentives, exhaustion and the local adaptations required to make a formal process function at all.


Experience changes how a person moves through this medium. Gary Klein’s studies of naturalistic decision-making show how experienced practitioners recognize a situation as a familiar pattern, generate a plausible course of action and test it through mental simulation.[7] Recognition-primed decision-making explains how firefighters, commanders and other practitioners can act quickly under time pressure without reducing their decisions to guesswork or comparing a long list of alternatives.


Intuition earns trust under very specific conditions. Daniel Kahneman and Gary Klein found common ground around two requirements: the environment must contain sufficiently regular cues, and the practitioner must have adequate opportunity to learn those regularities through practice and prompt, unambiguous feedback.[8] Confidence alone supplies no evidence of expertise. In a novel or rapidly changing environment, a strong feeling of recognition may be an old pattern attaching itself to a new situation.


Expertise also fractionates by task. A person can possess genuine pattern recognition in one part of a domain and little predictive authority in an adjacent part. A skilled product leader may read adoption behavior with unusual accuracy and still have no reliable intuition about a regulatory shift that has never occurred in her experience. The relevant question is not whether the person is an expert in general. It is whether this judgment arises in an environment whose regularities could have been learned.


This produces three different warrants for action. Calculation has authority where outcomes, probabilities and trade-offs can be specified. Experienced intuition has authority where stable cues and repeated feedback have made recognition learnable. Strategic judgment becomes necessary where neither calculation nor intuition can settle the choice—where purposes conflict, values are non-optimizable, feedback will arrive too late, or the commitment itself will change the environment.


The third warrant is easily misunderstood. Human ownership does not mean that a leader possesses hidden predictive powers. In a low-validity environment, no model, agent or expert has earned that authority. The human warrant rests instead on the capacity and obligation to weigh relationships, values and irreversible consequences; to make a commitment in the name of the institution; and to remain accountable when the world answers back.


IV · Judgment fails when identity cannot release the old frame


On 5 August 1949, fifteen smokejumpers parachuted into Mann Gulch in Montana and joined a fire guard already on the ground.[1] The fire changed direction, crossed the gulch below them and accelerated uphill. Foreman R. Wagner Dodge stopped, lit the grass in front of him and lay in the ashes. He had created an escape fire, removing the fuel the main fire needed. He called to his crew, but they continued uphill. Thirteen of the sixteen men died.


Karl Weick’s analysis treats Mann Gulch as a collapse of sensemaking.[2] The crew had entered a situation that contradicted the patterns through which they understood fire, authority and their own competence. Dodge’s action looked irrational inside the inherited frame. By the time the old frame failed completely, the crew had little time or social structure with which to construct another.


Article 2 developed sensemaking as a collective practice of constructing meaning from equivocal events. Mann Gulch exposes the judgment problem inside that practice. A frame answers “what is happening?” partly by answering “who are we in this situation?” When an observation threatens a valued identity, the organization does not evaluate it on epistemic grounds alone. It also experiences the observation as a demand for loss.


The crew’s tools made that relationship visible. Weick later used “drop your tools” as an allegory for the difficulty of abandoning expertise and identity when they become liabilities.[3] Packs and saws slowed the men, yet releasing them also meant relinquishing the recognizable role of firefighter. Under extreme pressure, people often preserve the identity that once made them effective even when the associated practices no longer fit.


Ronald Heifetz’s distinction between technical and adaptive challenges describes the same danger at an organizational scale.[4] Technical challenges can be addressed through existing knowledge and authority. Adaptive challenges require learning, changes in values or roles, and the release of capabilities that once carried status. Treating an adaptive challenge as a technical one protects the institution from the losses that adaptation requires, while allowing everyone to appear busy.


The hardest strategic judgments therefore carry an identity cost. A business may be able to see that its product category is disappearing while remaining unable to accept what that recognition implies about its expertise, status or history. The barrier is not a shortage of evidence. It is the absence of a credible identity on the other side of the decision.


A disciplined judgment makes this loss explicit. What role, practice or story must be released if the new frame is true? Who bears that loss? What remains worth preserving after the tool has been dropped? These questions keep reframing from becoming an abstract workshop exercise. They connect interpretation to the human commitments that can either sustain a decision or quietly reverse it after the meeting ends.


Keep more than one frame alive long enough to expose the identity each protects. Ask what each makes salient, what it hides and what evidence would weaken it. Then choose an action capable of distinguishing among the frames. The objective is not endless pluralism. It is a judgment that has survived contact with the losses it requires.


JAZZ INTERLUDE [02] · MILES DAVIS · “IF I WERE A BELL,” LIVE AT THE PLUGGED NICKEL


On 22 and 23 December 1965, Miles Davis’s second great quintet played the Plugged Nickel in Chicago. The sidemen made a private pact, without telling Davis, to disrupt whatever became comfortable.[5] When one musician approached an expected pattern, another would alter the time, harmony or density and force the group back into live attention.


The performances remained coherent because the players shared a deep repertoire, a form and acute sensitivity to one another. Their disruption worked as a practice of renewed perception. It prevented mastery from hardening into automatic execution.


The lesson: competence stays adaptive when it can interrupt its own habits.


V · The crux concentrates attention without closing inquiry


Sensemaking can produce a richer account of the situation while leaving the organization surrounded by important problems. Every frame reveals additional dependencies. Every dependency suggests another intervention. The resulting diagnosis may be more faithful to reality and less capable of directing action. Strategy requires a further movement from comprehension toward concentration.


Richard Rumelt calls the focal point of that movement the crux: the part of a consequential challenge whose resolution promises the greatest achievable progress.[6] The two conditions belong together. A problem can be important and presently beyond the organization’s power to solve. Another can be solvable and strategically trivial. The crux lies where consequence and addressability meet.


Finding it requires judgment because a strategic challenge seldom arrives with its structure exposed. Symptoms compete for attention. Functions describe the problem in the language of their own expertise. Goals are offered before the forces preventing them have been understood. The organization may name what is visible, politically discussable or already funded while the condition generating those problems remains untouched.


Negative capability matters here because crux recognition cannot be reduced to ranking a list of issues. The strategist must tolerate a period in which several explanations remain plausible, then ask which obstacle organizes the others. What would become easier if this condition changed? Which difficulty would continue to govern performance even if several visible symptoms improved? Where can concentrated effort alter the structure of the challenge instead of redistributing its consequences?


The crux is therefore a provisional strategic judgment. It states that, given the evidence and capabilities presently available, this challenge deserves concentration. The judgment becomes stronger when it names the observations that support it, the rival diagnoses it displaces and the evidence that would require it to be reopened. A crux declared without those conditions becomes another form of executive certainty.


Jazz musicians make a comparable judgment in real time. A player can hear many features of an ensemble at once: the harmonic movement, the drummer’s placement of the beat, the bassist’s line, the density of the preceding solo, the energy in the room. The next phrase cannot answer every feature equally. The player selects a relationship that can organize the moment. A rhythmic fragment may gather the band around a new pulse. A held note may reveal harmony that increasing density had concealed. Attention concentrates without pretending that the rest of the music has disappeared.


Rumelt’s concept of a proximate objective turns concentration into a feasible achievement.[7] A proximate objective lies close enough to existing capability for the organization to pursue it coherently. Its proximity does not make it modest. It makes the next difficult step intelligible. Large ambitions often become actionable through a sequence of objectives that expand as knowledge and capability accumulate.


Proximity is especially important under uncertainty. A distant objective contains assumptions about conditions, causal mechanisms and capabilities that may not survive contact with events. A proximate objective reduces the number of unsupported assumptions bundled into the present commitment. It creates a shorter interval between action and consequential feedback.


Peter Compo expresses a related logic through the strategy, bottleneck and aspiration triad.[8] The aspiration names the consequential condition the organization seeks. The bottleneck names what presently prevents it. Strategy becomes the central rule that guides choices toward relieving, bypassing or transforming that bottleneck. The direction of reasoning begins with the obstacle in relation to the aspiration and works outward toward a governing rule for action.


Rumelt and Compo answer different parts of the same problem. The crux identifies the pivotal challenge. The bottleneck specifies what currently limits progress toward an aspiration. The proximate objective defines a feasible change in that condition. A guiding strategy coordinates action around it. Together they prevent negative capability from dissolving into contemplation and prevent commitment from arriving before the organization understands what deserves commitment.


VI · Constraints perform different kinds of strategic work


The word constraint appears simple because its everyday meaning is familiar. In strategy and systems theory, it names several different relationships. Treating them as interchangeable creates contradictory advice. Leaders are told to remove constraints, impose constraints, work within constraints and use constraints to encourage emergence. Each instruction can be sound when the kind of constraint has been diagnosed.


A limiting constraint caps the performance of an ordered system. The Theory of Constraints associated with Eliyahu Goldratt asks managers to identify the factor that most restricts progress toward the system’s goal, make better use of that factor, subordinate other activity to it, increase its capacity when justified, and repeat the diagnosis as the constraint moves.[1] The method is powerful in production and service flows where throughput can be defined and dependencies observed. Improving a non-constraining resource may create local efficiency while leaving the performance of the whole unchanged.


This definition depends on a relatively stable account of the system and its goal. In an organization whose purpose is disputed or whose causal structure is changing, a bottleneck may be an effect of the frame through which performance is being measured. A team can optimize throughput through a process that the strategy should retire. Constraint analysis therefore begins with the question that operations often receives as given: progress toward what?


An enabling constraint creates the conditions for coherent variation. Alicia Juarrero’s work on complex systems treats constraints as conditions that alter the probability of possible activity without pushing the system toward one mechanically specified result.[2] A language constrains which sounds and sequences carry meaning, while enabling expressions no speaker has previously formed. A jazz form coordinates musicians who remain free to make consequential choices within it.


Enabling constraints include purpose, safety limits, decision rights, shared interfaces, escalation conditions and simple rules whose applications depend on context. Their quality is revealed by the variety of responsible action they make possible. A useful constraint contains unacceptable harm and reduces coordination cost while leaving enough degrees of freedom for local intelligence to matter.


A governing constraint stabilizes patterns across the system. These constraints emerge from relationships across levels and influence the parts. An organizational culture, professional norm or platform architecture can govern behavior even when no central actor issues an instruction. Such constraints can create coherence, preserve dysfunction or do both at different times. Their causal force lies in the way they shape the field in which local action occurs.


An interpretive constraint limits what the organization can perceive. Mann Gulch shows how tools, roles and identity can narrow the range of actions that remain imaginable. The same pattern appears when a firm defines itself through a product category that customers have begun to abandon, or when a leadership team treats every challenge as a problem for the capability that established its authority. Interpretive constraints often feel like reality because the language used to describe the situation has already excluded alternatives.


Releasing an interpretive constraint entails loss. People may surrender expertise, status, organizational stories or evidence of earlier competence. This is why reframing cannot be treated as a purely analytical exercise. The organization must make the threatened identity discussable and create a credible role for people on the other side of the change.


An evolutionary constraint arises from movement across an uneven capability landscape. Wardley mapping places the components of a value chain according to their visibility to a user and their stage of evolution, from novel and uncertain activity through custom, product and commodity forms.[3] Practices appropriate to one stage can become sources of inertia in another. A capability treated as a distinctive craft may have become standardized infrastructure. A commodity managed for efficiency may depend on an emerging component that still requires exploration.


The map exposes dependencies, mismatched practices and likely sources of inertia so that strategic judgment can improve. The method becomes particularly useful when a proposed intervention moves one component while leaving the capabilities on which it depends untouched.


These five meanings can coexist. A regulatory rule may limit throughput, enable trust, govern behavior across an ecosystem and preserve an inherited worldview. Removing it could release capacity while destroying a condition on which coordination depends. Strengthening it could contain harm while freezing a practice that needs to evolve.


Constraint navigation therefore requires a more exact question than what is in the way? Ask what kind of constraint is present, what function it performs for the larger system, and what would follow from removing, relaxing, strengthening or redesigning it. The obstacle may need to be lifted. The boundary may need to hold. The frame may need to be released. The dependency may need to evolve. Strategic action begins by knowing which of these conditions it faces.


VII · Judgment needs a boundary and an owner


Organizations often invoke human judgment as if the phrase completed the design. It does not. A decision handed to a person can be as poorly governed as one handed to a model. The person may lack the relevant knowledge, receive the question too late, be unable to challenge the framing, or be present only to approve a recommendation already made elsewhere.


Decision science offers a more exact account. Michael Jensen and William Meckling argued that decision rights should be collocated with the knowledge required to exercise them.[4] When relevant knowledge is costly to transfer, the choice is structural: move the knowledge to the authority or move the authority to the knowledge. Formal seniority is not a substitute for either.


The problem becomes sharper as organizations automate more of their recurring decisions. In Outcome-Owned Architecture, a working method Jamie Bernard and I developed for recurring, instrumentable decision loops, the judgment boundary specifies three things: what a system or agent will not decide, which conditions require a hand-up to a named human, and what evidence and options must accompany that hand-up.[5] The boundary is an accountability artifact. If it cannot be stated, the decision design is incomplete.


OOA distinguishes three kinds of hand-up. An exception says that a declared threshold or condition has been crossed. A trade-off says that the quantities do not settle the commitment because values, relationships or non-optimizable consequences remain. A signal carries something unanticipated: a weak indication, a dissenting interpretation or a conditional implication that no existing threshold covers. The first two operate through declared conditions. The signal channel must remain open precisely because ignorance cannot be fully encoded in advance.


The method’s scope matters. A repeated decision about inventory, credit, maintenance or service recovery can often be traced, instrumented and revised through feedback. A singular strategic choice—entering a contested market, exiting a century-old business, changing the institution’s purpose—does not offer the same regularity. Its judgment boundary cannot be reduced to a stable hand-up rule.


The operating construct still reveals a general principle. Strategic judgment should specify its own boundary:

  • Which parts of the choice can analysis, rules, models or delegated authority settle?

  • Which parts remain matters of purpose, relationship, distribution, identity or irreversible consequence?

  • Who owns the commitment, rather than merely contributing advice?

  • What evidence must reach that owner, including dissent that falls outside the official thresholds?

  • Which assumptions, signals or consequences will cause the decision to be reopened?


These questions prevent two opposite errors. The first is automation theatre: retaining a ceremonial human approval after the substantive choice has already been made by the system. The second is judgment theatre: using “leadership judgment” to shield intuition, preference or politics from examination. Human judgment is not a permission slip for opacity. It is a claim of accountable ownership that must expose its evidence, limits and conditions of reconsideration.


The white paper calls the first error judgment laundering. The system produces a default, the human accepts it with little meaningful engagement, and the organization describes the outcome as human-supervised. A perfect acceptance rate may look like control while revealing that control has disappeared. The deeper lesson applies beyond automation. A leadership team can launder judgment through a consulting model, a financial case, a steering committee or a strategic-planning ritual whenever the apparatus makes the commitment while accountability remains nominal.


Reversibility provides another test. A consequential decision should identify what can be undone, what cannot, how long the option to reverse remains open, and what capability must survive to make reversal possible. A kill switch without a reversion path is a switch to nothing. In strategy, divesting a capability, dissolving a partner network or allowing operating knowledge to evaporate may make a nominally reversible choice practically irreversible.


The central distinction is ownership. Humans should own the decisions that require judgment; they should not be installed as ornamental figures inside processes they no longer control. Ownership carries information rights, authority to challenge the frame, responsibility for the commitment and an obligation to learn from its consequences. Where no one can be named in those terms, the organization does not have distributed judgment. It has distributed deniability.


VIII · High reliability makes uncertainty a collective discipline


High-reliability organizations operate where failure can propagate faster than ordinary managerial correction. Research on aircraft carriers, air traffic control and nuclear power generation identified practices later described by Karl Weick and Kathleen Sutcliffe as mindful organizing.[6] The five principles are preoccupation with failure, reluctance to simplify, sensitivity to operations, commitment to resilience and deference to expertise.


Together they preserve contact with the operating present. Near misses remain evidence because their lack of injury does not erase the weakness they exposed. Simplifying explanations are challenged because several small deviations can interact. Authority moves toward the person with relevant knowledge because formal rank cannot substitute for direct contact with the condition. Resilience is treated as a capacity to recover, improvise and learn.


Aircraft-carrier flight operations make the organizational achievement visible. The flight deck combines jet fuel, explosives, rotating machinery, high noise, restricted space, changing weather and aircraft arriving with limited fuel. Work is tightly sequenced, yet the sequence is continuously adjusted as conditions change. Rochlin, La Porte and Roberts found that reliability arose through overlapping observation, redundant communication, continuous cross-checking and a distribution of authority responsive to expertise.[7]


Redundancy in this setting is active. Several people may see the same event from different positions, and their perspectives are allowed to interrupt the operation. Junior personnel acquire expertise through carefully staged participation. Experienced operators monitor the system and one another because competence can also produce habituation. The organization is designed to notice when the expected pattern begins to drift.


High reliability makes judgment a collective achievement. A social system detects weak changes, carries them without distortion to the people with relevant knowledge, and allows those people to interrupt action before local anomalies become system failures. Deference to expertise is not deference to credential or confidence. It is the temporary movement of authority toward situated knowledge, within a form that keeps accountability legible.


Jazz ensembles cultivate a related distribution of attention. Each musician follows the form, listens to the whole and monitors the consequences of the other players’ choices.

Leadership can shift within a phrase. A drummer changes the character of the time, a bassist redirects the harmony, or a pianist leaves space that asks the soloist to decide differently. Authority follows the musical information that matters in the moment, while the ensemble remains jointly responsible for the music.


IX · Situation determines the grammar of judgment


Cynefin, developed by Dave Snowden and presented with Mary Boone as a framework for decision-making, asks what kind of situation is present before prescribing a method.[8] It is a sensemaking framework, not a universal sequence. Its central discipline is bounded applicability: different relationships among constraint, causality and knowledge require different grammars of action.


Clear contexts contain stable, widely understood relationships. The appropriate sequence is sense, categorize and respond. Standards and established practice reduce unnecessary variation, while monitoring guards against complacency.


Complicated contexts contain discoverable relationships that require expertise and may admit several sound answers. The sequence is sense, analyze and respond. Expert disagreement is useful here because analysis can reveal the mechanism before action.


Complex contexts contain relationships that become coherent only in retrospect. Interaction changes the system, and prediction is limited. The sequence is probe, sense and respond. Leaders run several bounded experiments, amplify patterns that move in a promising direction and dampen those that do not.


Flocking offers a simple image of emergence. No bird holds a plan for the shape of the flock; a collective pattern forms through local attention to neighbours, distance and direction. Human systems add language, memory, power and multiple identities, which make their boundaries more entangled. Cynthia Kurtz and Snowden borrow Alicia Juarrero’s image of “bramble bushes in a thicket”: each plant can be distinguished, yet its living boundary is interwoven with the others and changes through contact.[9] Strategy in such a system works through conditions, interactions and feedback. A detached designer cannot specify the final pattern in advance.


Chaotic contexts offer no usable relationship between cause and effect in time for deliberation. The sequence is act, sense and respond. Immediate action creates enough stability for perception and coordination to resume. The initial action provides temporary containment and creates conditions for a more durable response.


Disorder describes uncertainty about which of the other contexts applies. Contemporary Cynefin practice distinguishes unrecognized confusion from deliberate aporia, a temporary suspension that allows competing interpretations to be examined.[10] The practical move is to decompose the situation, locate its parts where possible and resist the reflex to use one preferred method everywhere.


This is different from John Boyd’s OODA architecture: observe, orient, decide and act.[11] OODA describes a continuous adaptive loop in which orientation shapes what is observed, which decisions become possible and how action is guided. Cynefin helps diagnose the nature of a situation and select an appropriate action grammar. It can be used within orientation, as can a Wardley map, a scenario or another representation of the strategic landscape. None of those tools is OODA, and OODA does not replace the need to understand which epistemic context the loop has encountered.


The distinction matters because the same loop can move through different domains. An emerging anomaly may first be complex, requiring several safe-to-fail interventions. One mechanism may become discoverable and move into complicated analysis. A repeated response may eventually become clear enough for a standard. A breakdown may push part of the system into chaos and demand immediate containment. OODA preserves adaptation across time; Cynefin changes the decision grammar as the situation changes.


The safe-to-fail probe belongs specifically to the complex domain. It is designed to teach as well as to produce an outcome. A useful probe is small enough to contain harm, diverse enough to reveal different pathways, observable enough to generate evidence, and governed by conditions for amplification or termination. Calling a large, irreversible bet an experiment does not make it safe to fail.


This approach reverses the usual relation between knowledge and action. In a clear or complicated context, knowledge can precede action. In a complex context, carefully designed action generates knowledge. The leader’s responsibility shifts from choosing a complete answer to designing a portfolio of probes and a learning system around them.


A portfolio matters because several variations on the favored idea provide little protection against a mistaken frame. Probes should embody genuinely different hypotheses about what might influence the system. One might change an incentive, another a relationship, a third the information available at the point of decision, and a fourth the boundary within which local actors can respond. Their diversity allows the system’s response to discriminate among competing explanations.


The word safe describes containment. Every probe consumes attention, money, time or trust. Some can create second-order effects outside the area being monitored. Safety therefore requires an explicit account of affordable loss: what the organization is prepared to place at risk in exchange for learning, who bears that risk, and which consequences remain unacceptable.


Saras Sarasvathy developed affordable loss as part of effectuation, a logic of entrepreneurial action under conditions where reliable prediction is unavailable.[12] Instead of selecting the option with the highest calculated return, the decision-maker begins with available means, limits the loss that can responsibly be absorbed, and uses commitments from others to shape what becomes possible. The method reduces dependence on a forecast whose assumptions cannot yet be defended.


Affordable loss supplies only one condition of a good experiment. A probe also needs a coherent rationale, observable consequences and sufficient variation from the current state to teach. Sim Sitkin’s account of learning through “small losses” adds an important qualification: failure can produce useful learning when it is contained, interpretable and sufficiently novel to challenge existing assumptions.[13] Repeated failure inside the same design may demonstrate persistence while generating little knowledge.


Before launching a portfolio, specify the signal each probe is intended to disturb, the people who will interpret the response, the earliest indicators of harm, and the conditions for amplification, adaptation or withdrawal. Include a review of the frame itself. When all probes disappoint in a similar way, the failure may lie in the shared hypothesis from which the portfolio was constructed.


The strongest learning systems also preserve unexpected value. A relationship, capability or behavior created for one probe may prove useful elsewhere. The organization needs enough memory and cross-boundary visibility to notice that possibility before the experiment is closed and its resources dispersed.


Exaptation explains why this portfolio can create value beyond its original purpose. Stephen Jay Gould and Elisabeth Vrba coined the term for a feature that acquires a function different from the one for which it originally evolved.[14] Feathers are the familiar illustration: early functions such as insulation or display preceded their later role in flight. Organizations create strategic exaptations when experiments, relationships or capabilities developed for one question become available to another.


JAZZ INTERLUDE [03] · SONNY ROLLINS · “BLUE 7”


Sonny Rollins recorded “Blue 7” in June 1956 and built an extended improvisation from a compact blues motif.[15] He turns the figure, displaces it, alters its contour and allows each variation to suggest the next.


Gunther Schuller described the performance as thematic improvisation, an interpretation later challenged in detail.[16] The disputed question of Rollins’s intention does not diminish what a listener can hear: a small unit of material creates continuity while repeated variation opens possibility. The motif functions as an enabling constraint and each transformation as a probe.


The lesson: a question can be held steady while the responses to it vary.


X · Scenario rehearsal tests commitments across plausible worlds


Experiments teach through intervention in the present. Scenario rehearsal addresses choices whose consequences extend beyond the reach or safety of a near-term probe. Its purpose here is not to repeat the perceptual work of horizon scanning. It is to subject a commitment to several futures before reality permits only one.


The Oxford Scenario Planning Approach treats scenarios as collective inquiry into a turbulent, uncertain, novel and ambiguous context.[17] A scenario is a plausible, internally coherent account of how the external environment could develop. Several are held together so that each unsettles assumptions preserved by the others.


The unit of work is the decision. Identify a consequential commitment being made now, especially one whose effects persist across the scenario horizon. Ask how it performs in each world, which assumptions it depends on, which losses become unacceptable, and which capabilities preserve room to move. An option that succeeds only in the official future is fragile. An option that creates value across several futures, generates early learning or retains strategic options deserves different consideration.


Causal layered analysis can deepen the rehearsal by moving through litany, social or systemic causes, worldview or discourse, and myth or metaphor.[18] A decline in customer trust may appear at the surface as a score, in the system as a set of policies, in the worldview as a theory of control, and in the governing myth as a story about an institution that knows better than the people it serves. A commitment tested only against the score may leave its generative story untouched.


Scenario rehearsal should end with a more explicit decision design, not a richer set of posters. State which parts of the commitment are robust across futures, which are contingent, what can be staged, and which signals would trigger acceleration, adaptation or withdrawal. Assign an owner to each contingency. Preserve the capability required to exercise an option when its moment arrives.


The choice between a probe and a scenario turns partly on reach, feedback and reversibility. A bounded intervention is valuable when the organization can act, observe a response within a useful interval and contain the consequences. Scenario rehearsal becomes more important when the relevant forces sit beyond organizational control, feedback will arrive too late, or the commitment would be difficult to reverse. Building a port, changing a regulatory architecture or dissolving a long-lived capability cannot be rehearsed through a succession of inexpensive market tests.


The two practices can still operate as one judgment system. Scenarios reveal assumptions that deserve testing now. Probes reveal behaviors and dependencies that should alter the scenarios. Signals identified through rehearsal govern the pace at which commitments are amplified. The organization learns across two time scales: immediate interaction with the system and disciplined preparation for conditions that have not yet arrived.


XI · Improvisation distributes judgment through moving constraints


Article 2 used the fake book to show how a shared language supports collective perception. Here the emphasis shifts from recognition to authority. A jazz form coordinates the ensemble while leaving consequential choices to the people closest to the emerging moment. The musicians know what must hold, what can move, when a statement belongs to them and how to return a changed situation to the group.


Frank Barrett describes this as coherent collective action within minimal structure.[19] His idea of provocative competence names deliberate disruption that returns a skilled group from routine execution to active judgment. The Plugged Nickel pact was one musical instance. In an organization, a red team, a role reversal or an alternative data set can perform a similar function when it reaches a real decision owner and can alter the commitment.


Jazz adds another property that organizational accounts of constraint often miss: constraints can move during the performance. The harmonic form may remain stable while the rhythm section changes the felt location of the beat. The drummer may reduce the pulse to cymbal color, increasing the soloist’s responsibility for time. The pianist may stop supplying chords, leaving the bass line and melodic implications to carry the harmony. The formal boundary holds while the distribution of support changes.


This movement makes absence informative. A musician hears what has been withdrawn because the ensemble shares an expectation of what could have been present. Space becomes a question addressed to the other players. The response may restore the missing function, leave it open or reorganize the music around a different center. Constraint navigation becomes a conversation about which elements must hold and which can be released.


Trading fours makes the distribution of responsibility especially clear. Musicians exchange short improvised passages, often four bars at a time, while the form continues underneath.[20] Each player receives a situation altered by the previous statement, responds within a bounded interval and hands a changed field to the next musician. The unit is constrained in length, yet its meaning depends on memory across the exchange.


Organizations rarely achieve this degree of reciprocity by announcing empowerment.


Distributed navigation requires a shared form, local authority, legible handoffs and attention to the whole. A team must know which purpose remains stable, which decisions it owns, what evidence accompanies the handoff and how its action changes the choices available to others. Local freedom without these relationships fragments the system. Central coordination that specifies every response removes the judgment the design was meant to use.


Provocative competence supplies a further discipline. A mature ensemble sometimes introduces disruption because success has made its habits difficult to hear. The intervention has value when the group possesses enough shared repertoire and trust to use the disturbance. Disruption without that ground consumes coherence; coherence without periodic disruption becomes routine.


The strategic parallel is precise. Constraints should carry the coordination that must remain dependable and release the attention that must remain responsive. Their success can be judged by the quality of action they make possible at the edge, the speed with which consequential information reaches the whole and the organization’s ability to revise the constraint when its context changes.


 

JAZZ INTERLUDE [04] · BILL EVANS · “PEACE PIECE”


In December 1958, Bill Evans was developing an introduction to Leonard Bernstein’s “Some Other Time” when he found a different piece. A repeated two-chord figure in the left hand became the ground for a slow improvisation that sustains tension for nearly seven minutes.[21]


The figure remains stable while the right hand explores color, register and melodic possibility. The music’s patience is active. Each phrase listens into the resonance left by the one before it, and the unchanging ground makes subtle change perceptible.


The lesson: holding tension can be a disciplined action when the ground is strong enough to support inquiry.



XII · A decision practice for the unknown


A practical sequence gathers these disciplines into a score for diagnosis and disciplined judgment. Mechanical application would defeat its purpose.


  1. Name the uncertainty precisely. Distinguish missing data from disputed meaning, unclear causation, disagreement about purpose, unreliable probabilities and ignorance of possibilities outside the governing frame.

  2. Test the warrant for expertise. Ask whether the environment contains stable, learnable regularities and whether the decision-maker has received prompt, unambiguous feedback on comparable judgments. Treat confidence as a feeling, not as evidence.

  3. Protect more than one frame. Make assumptions visible, invite disconfirming evidence and name the identity or interest each frame protects. Preserve a channel for signals that fit no declared threshold.

  4. Identify the crux. Locate the consequential and addressable challenge whose resolution promises the greatest achievable progress. State the evidence supporting that judgment and the observations that would cause it to be reconsidered.

  5. Classify the governing constraints. Determine which constraints limit throughput, enable coherent variation, govern behavior, restrict interpretation or create evolutionary inertia. Decide which must be preserved, relaxed, removed or redesigned.

  6. Locate the context. Apply standards in clear conditions, expert analysis in complicated ones, bounded probes in complex ones and stabilizing action in chaotic ones. Use the appropriate sensemaking inside a continuous orientation-and-action loop; do not confuse the framework with the loop.

  7. Define the judgment boundary. State what analysis, rules, models or delegated authority can settle; what remains a matter of value, relationship or irreversible consequence; and what evidence and options must accompany a hand-up.

  8. Name one owner. Identify the person who can challenge the frame, make the commitment and answer for its consequences. Give that owner the information and authority the responsibility requires.

  9. Set a proximate objective. Define the nearest consequential achievement that existing or attainable capability can support. Shorten the interval between action and evidence without reducing the ambition to routine activity.

  10. Match commitment to reversibility and affordable loss. Preserve options when evidence is weak. Keep learning actions bounded and observable. Identify what cannot be undone and protect the capability required to reverse what can.

  11. Rehearse across futures. Test consequential commitments against contrasting scenarios and across the litany, system, worldview and metaphor that sustain the current situation.

  12. Build challenge and feedback into the form. Decide what signals will be watched, who is authorized to interrupt, what would cause amplification or withdrawal, and when the frame itself must be reopened. A review date is not enough if contrary evidence arrives first.


This score does not promise certainty. It improves the correspondence among the situation, the method and the scale of commitment. Its rigor lies in keeping the limits of knowledge visible while action proceeds.


Finale · Presence joins openness to commitment


The empty bar remains. The player has prepared, the form is moving and the next phrase cannot be fully known before it is played.


Preparation changes the quality of this moment without removing its uncertainty. Scales and repertoire create options. Listening reveals the ensemble’s present state. Form gives the action a place. Judgment selects a phrase. Feedback arrives immediately and alters what becomes possible next.


Organizations need the same relationship among knowledge, attention and commitment. They must distinguish uncertainty that can be measured from disagreement about meaning, preserve rival frames long enough to examine them, and concentrate on a crux without claiming that the rest of the system has disappeared. They must understand which constraints limit performance, which enable responsible variation, which govern behavior and which narrow perception. They must know when expertise has earned authority, when it has not, who owns the remaining judgment, and which evidence can reopen it. Their actions must fit the context, the reversibility of the commitment and the losses the institution can responsibly absorb.


Presence is the capacity that joins these disciplines. It means staying with the situation that is occurring, including the evidence that unsettles identity and the uncertainty that analysis cannot purchase away. Presence also includes the moment of decision. Openness can mature into avoidance when its purpose has been exhausted. Commitment can mature into rigidity when it refuses evidence from the world it has changed.


The strategic task is a repeated movement: hold the question while it remains genuinely open, identify the challenge that deserves concentration, establish a boundary within which action can remain intelligent, give the commitment an accountable owner, observe what it changes, and return to inquiry before the environment makes the inherited frame dangerous.


This movement gives limits their strategic value. A constraint can reveal where the system is unable to move, preserve the form within which coordinated movement remains possible, or expose the identity that keeps an obsolete practice in place. Limits become navigational when they help the organization direct attention and calibrate commitment. They become dangerous when habit protects them from examination.

Wordsworth’s “late and soon” names the temporal pressure inside every strategic judgment. How long can inquiry remain open? When does waiting preserve perception, and when does it close the interval for useful action? How quickly must feedback return for an experiment to remain contained? Which commitments will continue shaping the organization after the assumptions that produced them have expired?


Uncertainty is therefore inseparable from time. A proximate objective shortens the distance between action and knowledge. A scenario extends attention beyond the reach of immediate feedback. A high-reliability system compresses the interval between anomaly and response. Negative capability protects time for perception, while judgment determines when that time has run its course.


Strategy unfolds through these temporal choices. It allocates time, protects it, compresses it, and waits for moments whose significance cannot be forced. Time is one of the materials from which strategy is made.
